The Director of Public Works is responsible for the accomplishment of all construction, maintenance, and repair to real property on the Installation. No alteration, maintenance, repair or Self-Help work of any type will be accomplished by any one agency without prior approval of the Directorate of Public Works (PW), regardless of the funding source or method of accomplishment. PW Plans Branch is responsible for Sustainment, Restoration, and Modernization (SRM) projects that require contract action from cradle to grave. PW Plans Branch maintains the Annual Work Plan based on current year funding of Command emphasis projects, recurring “must fund” projects, and current year emergent projects. PW Plans Branch executes projects using guidance found in AR 420-1, Army Facilities Management. a. Maintenance. The recurring work required to preserve a real property facility in such condition that it may be used effectively for its designated purpose. b. Repair. Restoring a real property facility to such condition that it may be used effectively for its designated purpose. c. Alteration. The work required to adjust interior arrangements or other physical characteristics of an existing facility


Procedures for requesting type of work defined in preceding paragraph are as follows: a. Work requests may be submitted by all applicable agencies. A DA Form 1687, Notice of Delegation of Authority (Signature Card), will be maintained on file at PW for all agencies. The form, signed by the Battalion Commander / Director, will designate individuals who are authorized to sign DA Form 4283’s. Work requests signed by non-authorized personnel will be returned without action. b. Processing and Scheduling of Work Order Requests. The requestor will prepare DA Form 4283, and forward to PW Project Controller, Bldg T-4000. If the request is disapproved, the requestor will be notified. Approved requests become Individual Job Orders (IJO). The status of IJO’s will be sent out in excel format to each Major Subordinate Command’s S-4 or agency as required (Work Review Board or customer request).
