2012 BASIC ALLOWANCE FOR HOUSING (BAH) RATES ANNOUNCED 

The Department of Defense has released the 2012 Basic Allowance for Housing (BAH) rates which take effect 1 January 2012. Fort Drum, NY received a slight overall decrease in BAH.  Fourteen pay grades will see a decrease in BAH, one remained the same, and nine increased.  The chart below shows the changes for each pay grade.

The BAH is a U.S. based allowance prescribed by geographic duty location, pay grade, and dependency status. It provides uniformed Service members equitable housing compensation based on housing costs in local civilian housing markets within the United States when government quarters are not provided.

Individual rate protection ensures that individual members already assigned to a given location will not see their BAH rate decrease, though they will receive the increase if the rate goes up. Decreases only apply to Soldiers newly reporting to Fort Drum after 1 January 2012; current Soldiers assigned to Fort Drum will maintain the 2011 rate.  Due to this we expect an overall decrease of less than 1% in the impact of BAH at Fort Drum, NY in 2012.

Three components are included in the BAH computation: median current market rent, average utilities (including electricity, heat, and water/sewer) and average renter's insurance.  Rent equates to 72% of the average BAH at Fort Drum, utilities is about 27% of the average BAH and renter’s insurance is about 1%.

Total housing costs are calculated for six housing profiles (based on dwelling type and number of bedrooms) in each military housing area. BAH rates are then calculated for each pay grade, both with and without dependents. An estimated $223 Million will be paid to Soldiers stationed at Fort Drum in calendar year 2012.
