Application for a home:
We recommend that you visit the Welcome Home Center located in Clark Hall to get more information about homes on and around Fort Drum and complete your application for housing.
As a result of tremendous growth in the 10th Mountain Division, a wait list is in effect for all ranks. At the Welcome Home Center, you will complete an area of preference form.
To speed up your application process you may complete a pre-application which speeds up the process of applying for a home. After arriving at Fort Drum, you must visit the Welcome Home Center to complete your application for housing. Please be prepared with the following documents:

* Orders to Fort Drum and all amendments
* Marriage License
* Birth Certificates for Children (where applicable)
* Custody/Adoption Paperwork (where applicable)
* Pregnancy Verification (where applicable)
* TDY orders (where applicable)
* Special Power of Attorney (where applicable)
* Enlistment contract (where applicable)
Temporary Housing:
ON-POST: There is Guest Housing on post for incoming personnel. You may stay for up to 29 nights (space available) without the loss of BAH. OFF-POST: Efficiency hotel/motel units are conveniently located near post, also some landlords offer a 30-day lease for those awaiting an offer for a government home. You may obtain a complete listing of these units at the Fort Drum Inn, 773-7777.
Permanent Housing:
The Welcome Home Center has information regarding long-term rental units and properties, along with apartment complex listings to aid Soldiers and Families in finding rental solutions to meet their needs. They can also provide those considering home purchase in the area with contact information to local real estate offices as well as other forms of home purchase information.
Government Housing:
Accompanied Personnel: Military Family housing is available to all grades, although there is a waiting period that varies from 3-24 months. Assignment to military Family housing is not mandatory although designated housing is provided for Key and Essential positions.
Unaccompanied Personnel: Bonafide Bachelors, E-5 and below will be housed on a space available basis at the individual's assigned unit. All Geographical Bachelors & Bonafide Bachelors E-6 and above should contact the Welcome Home Center at (315) 955-6644 for rental information as no government facilities are available.
Market Housing:
ALL personnel are required to receive counseling on their housing options at the Welcome Home Center.
The Welcome Home Center provides market housing information for the tri-county area to include a wide range of rentals as well as sales listings. The Welcome Home Center is located at Clark Hall, 10720 Mt. Belvedere Boulevard.

Rental Leases / Complaints / Concerns:
A good contract is clearly written. All blank spaces should be filled in before you sign, to include full names and identification of both parties; the specific dwelling involved; the beginning and end dates of the rental period; the total amount of rent due each month; and the amount of rent/security deposit prepaid. A lease should make provisions for cancellations (military agreement), and extensions of the lease beyond the first rental period. It should specify the landlord’s rights and responsibilities as well as the tenants. The contract should clearly state the utilities and services supplied by the landlord in the rental charge. Many contracts will also include operating policies or house rules.
Always carefully read and make certain you understand any lease before signing and be aware - some landlords do not have military-friendly leases.
Always have the lease reviewed and approved by the Legal Assistance Office before signing it to protect your rights.
Military Agreement:
The Military Agreement allows the service member to terminate the lease for PCS, ETS, or deployment orders. Tenants are still obligated to give landlords 30 days written notice.
Complaints:
Alleged cases of discrimination or unfair business practices should be reported immediately to Chief, Housing Division. Documented complaints will be referred to appropriate law enforcement. Third party, hearsay and other undocumented allegations will not be considered.

Note: Heating costs can be high in the winter months. National Grid offers a “Budget Plan” for heat and lights. This program allows the tenant to pay a set utility bill year round as opposed to very high bills in the winter and very low bills in the summer. The “budgeted” amount you will pay is usually based upon the previous years’ bills in that particular apartment/home.
Financial Assistance
HEAP
Provides assistance with heating costs (administered by New York State Department of Social Services). Information can be found at the Social Services website.
Security Deposit / First Month Rent
The Welcome Home Center can provide you with information on how to obtain assistance with your security deposit and first month’s rent. Advanced Station Housing Allowance (ASHA) is available to help with needed financing to assist with security deposits. See the Unit S-1 to request ASHA. The Welcome Home Center also offers listings of low- income, affordable and subsidized housing available in the local area.
